Here we go with an effort for the web development work package: it's really about outlining working process rather than any specific deliverable as we feel this element is highly dependent on the outcomes of research and rapport with both OTS and the IE end users. There's no point detailing some 'total solution' up-front; we want to be responsive, not prescriptive, in our system design and build.
